IACCB menandatangani kontrak dengan TVJ pada tanggal 2 Mei 2017. Fitur utama kemitraan ini adalah penggunaan sapi lokal yang berasal dari Sumbawa. IACCB tidak akan menyediakan sapi Australia karena risiko kesejahteraan hewan yang tinggi dalam proses pengiriman sapi ke NTB. Namun bantuan teknis tingkat tinggi akan diberikan dengan fokus yang kuat pada pengembangan pastura sebagai basis pakan yang berkualitas. Proyek ini merupakan satu-satunya proyek di lahan kering di Indonesia Timur.

Afiliasi PT Tugu Vanilla Jaya (TVJ) merupakan anak perusahaan dari PT Sukses Mantap Sejahtera (SMS www.smsagro.com) – sebuah perkebunan tebu yang maju dengan pabrik gula yang beroperasi di Kecamatan Pekat, Kabupaten Dompu - Nusa Tenggara Barat (NTB).

TVJ initially started the project partially due  to government policy that encouraged cattle importers to breed cattle. TVJ purchased 700 hectares of land near to their sugar cane farm in Dompu, Sumbawa. The land was heavily overgrazed by local farmers. The condition of the land is marginal sandy soils typical of Sumbawa which has long dry seasons.

Even though TVJ had limited knowledge in grazing cattle, TVJ saw the commercial potential and understood the risks. Between 2013 and 2017 TVJ and their parent company SHS, developed a relationship with local farmers and the community to gather lessons learnt. IACCB viewed this relationship as an important factor in mitigating the high risk of local community disruption to the project.

In 2017, TVJ approached IACCB. IACCB conducted surveys and thereafter committed to provide technical assistance based on the skills and experience within the TVJ team. IACCB could not provide cattle due to the animal welfare concerns with shipping cattle to Sumbawa. The partnership started by establishing quality pasture. Local cattle are grazed out daily and yarded at night. IACCB helped develop yards, fences, building, and waters.

The Sumbawa economy will very likely benefit from additional investment if the project is successful as TVJ typifies the local environment and its challenges and the area is being strongly promoted by the GoI to investors.

Project challenges include growing a quality pasture and feed base, managing local community concerns, sourcing cows and building a local herd, sourcing energy and protein to supplement the cows through dry periods, and establishing a team of competent local staff.

To overcome the challenges the IACCB has worked with TVJ to plant king grass and legumes, including Rhodes and Lecena; provided innovative low cost yard design to suit the area; and established pasture nurseries for legumes.
